Council Member Malson
2002  ~  2006

    Tom was elected to the City of Galt City Council in 2002 and served a full term of 4 years. Prior to his election to public office Tom served 16 years on the City of Galt Planning Commission and 9 years on the Sacramento Environmental Commission.  At various times Tom also Chaired both Commissions. Tom was also Chairman of the Galt General Plan Committee in 1989 and served as the President of the Galt Area Historical Society.  During Tom's term as a Galt City Council Member he also represented the City on the League of California Cities Transportation, Communications and Public Works Policy Committee, Sacramento Green Print, Galt Public Safety Committee, Rails to Trails Advisory Group, League General Resolutions Committee, an alternate member of SACOG, represented the City in voting on SACOG's Regional Blueprint Project and also spoke at Regional SACOG Blueprint Regional Workshops. Tom also graduated from the Advanced Leadership at the League of California Mayors and Council Members Academy and Great Valley Leadership Institute supported by Harvard's John F. Kennedy School of Government.  In all Tom has served the citizen’s and community of Galt for well over 20 years.

    Tom continued to serve the citizen's of Galt as Chairman of the Waste Water Treatment Plant Citizen's Oversight Committee until April of 2009.  Tom's service to the citizen's of Galt spanned over 23 continuous years.

    1990 Ballot Statement

    Statement of Thomas J. Malson, Candidate for

    Galt City Council

    Occupation:             Engineer                                            Age:  39

    Qualifications:

    Ten years ago my family was looking for a community we could call home.  It was apparent that Galt had tremendous potential in which to raise our child in a clean, healthy environment, near good schools and safe neighborhoods.

    I have been a member of the Galt Planning Commission since 1986, served as vice-chairman in 1988 and 1989 and was chairman of the Galt General Plan Advisory Committee.  I am also a member of the Galt Historical Society.

    Galt is growing and to date it has been well planned and implemented.  We are experiencing growing 'pains' with our water, sewer, traffic and school capacities.  However, tools to alleviate these concerns are either in place or being worked on.  The task before us is to stay on track, use these provisions and expand them to insure that Galt grows in a planned and controlled manner.

    I firmly believe that council members are involved citizens of the community and are your voice in city government.  I pledge to be responsive and represent all citizens to the best of my abilities.  I am committed to helping Galt grow in a planned, orderly and sensible manner.

    I ask for your vote November 6, 1990

    Qualifications:

    Education:  Associate of Arts in Engineering, Sacramento City College;  Bachelor of Science in Industrial Technology, California State University, San Luis Obispo (Dean’s Honor List);  Certificate in The Practice of Local Government Planning, International City and County Management Association;  Certified Plant Engineer (CPE) American Institute of Plant Engineers.

    Experience:  I have been a member of the Galt City Planning Commission since 1986 and am past Chairman and Vice Chairman.  I have served the City as Chairman of the Citizens General Plan Committee, member of the Gora Aquatic Center Development Committee and Park Master Plan Committee.  I am a Past President, Vice-President and Treasurer of the Galt Area Historical Society.  In addition, I have represented the Cities of Folsom, Isleton and Galt on the Sacramento Solid Waste Advisory Committee, History & Science Commission and currently the Environmental Commission (Chairman, 2001).

    2006 Ballot Statement

    Statement of Thomas J. Malson, Candidate for

    Galt City Council

    Occupation:             Incumbent                                            Age:  55

    Qualifications:

    As a resident of Galt for 26 years we share the same concerns and I have faced these concerns for the past four years as a council member.  This responsibility I take very seriously and wish to continue fulfilling my service to the citizens of Galt by remaining a member of your city council.

    With less than 3% growth over the past four years, we now have a new police station, increased Police staffing, an Emergency Operations Plan, improved water wells, supported a new high school bond, reduced Northeast area taxes, completed Lincoln Way, adopted a handicapped capital improvement program and expanded Chabolla Center.

    Knowledge and experience gained from 16 years as a Planning Commissioner, 9 years on the Sacramento Environmental Commission and 4 years as a City Council Member provide me the understanding needed to serve the citizens of Galt.  Our new general plan will generate needed changes in land use, economic development, parks, traffic, Highway 99 access and infrastructure.  My 'core priorities' have always been public health & safety, environmental and public services.  This experience is invaluable for a member of your City Council and I ask for your vote.
